Earth has been exposed to futuristic firearms for only about 35 years. In general, the weapons brought to Earth by the Dragon Empire are Exotic Weapons for Earth humans. However, in the interest of balance... there's no way to really square that when I'm allowing open races. Modern and Futuristic weapons fall into the usual range of weapon proficiencies and I'm just not going to worry about it.
